【摘要】:Oneofthekeyconsiderationsinmakingsoundclean-updecisionsforoiledshorelinesandmarineresourcesistherelativesensitivityoftheimpactedarea.Someareasmaybesosensitivethatcleaningmethodscouldcausemoreharmthanbenefit.Insuchcases,naturalrecoverywillbethepreferredapproach.Inothercases,dependingonthetypeofoil,theamountofoilpresentmaybesoextensivethatrecoverywillbesignificantlydelayedornotoccuratallunlessactiveinterventioniscarriedout.ThisguidepresentssummaryinformationtakenfromAPIPublication4706andNOAAPublicationCharacteristicCoastalHabitatsontherelativephysicalandbiologicalsensitivitiesofshorelinesandothermarinehabitats.ItistobeusedalongwithGuidesF1686,F1687,andF2204aswellastheotherreferencedpublicationstomakeinformeddecisionspriortoundertakingcleaningoperations.Therelativesensitivitiesofshorelinesandresourcesrelatetoanumberoffactors:3.3.1Shorelinetype(substrate,grainsize,tidalelevation,etc.),3.3.2Biologicalproductivity,diversityandvulnerability,3.3.3Exposuretowaveandtidalenergy,and3.3.4Abilitytoconductcleanupwithoutundueancillarydamage.1.1Thisguideprovidesinformationonshorelinetypesandsensitivehabitatsthatcanbeusedasguidanceforselectingappropriatecleaningtechniquesfollowinganoilspill.Theemphasisisontypicalphysicalandbiologicalattributesofcoastalhabitatsthatcouldbeatriskfrommarineoilspills.Itreviewsandencompassestheentirespectrumofshorelinetypesrepresentingawiderangeofsensitivities.ItislargelybasedonNOAA''sCharacteristicCoastalHabitats,andtheAPI4706PublicationEnvironmentalConsiderationsforMarineOilSpillResponse.1.2Thisguideprovidesonlyverybroadguidanceoncleaningstrategiesforthevarioushabitats.Formorein-depthguidance,thereaderisreferredtoSection,ReferencedDocuments.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
